It was prohibited since forum emerged in 2008 to prevent using it as a file sharing service. In those days there were many more aspects to consider, like small bandwidth (we had only 1Mbps upload on our link), but it was also due to the fact, that the older version of forum software didn't allow granular control over newly registered users. Now we have such possibility, so there is no point in keeping that restriction.
