First ... there really such a method and program for such a conversion does not exist,
but there are a couple ways to approach the ideal result.

Try this:
1. Download tracker editor
2. Convert Mp3 to wav.
3. Add this wav to the palette in tracker editor.
4. Put on track sample
5. Save as xm.

1. Envelopes mp3 to wav
2. Оpen the wav in ModPlug Tracker, save as *. it
3. Сonvertible it2xm.

I agree with the statement above. You can try it and so.
But the format xm and so specific that it is more personal
creative work than a simple conversion from one to another.

It's nearly impossible, it's more like a theory...

Furthermore, this powerful XM Converter even can convert MOD, IT, VOC, M3U, FLAC, APE, MPC, PCM, XA, DXA and more audio format or extract audio from video and then convert to MP3, WAV or other music format.

You may prefer to this step by step guide to convert XM to WAV, MP3, FLAC, etc.

XM, standing for "extended module", is one of module music file formats. Other module music formats include IT, MOD, S3M, MTM, UMX, MO3, .etc. Module music formats are similar to MIDI format, they contain data about how to play a music, like what instrument to use, what notes to play, and what speed to play. Doesn't like ordinary audio file, music file can only contain music played by instruments. Ordinary audio file like MP3 and WAV, can contain any sound like human voice. The difference betwen module file and MIDI file is MIDI only contains notes, while module file contains wave form of each note also. You can find many module files here: http://www.modarchive.org/.

XM is introduced by Triton's FastTracker 2. XM introduced multisampling-capable instruments with volume and panning envelopes, and basic pattern compression. It also expanded the available effect commands and channels, added 16-bit sample support, and offered an alternative frequency table for portamentos. XM is a common format for many chiptunes.

It is pretty easy with a fast audio converter such as format factory and faassoft or wonderfox. I use wonderfox as an example. After you download this software open it first and choose the format you want to convert into, as you say, XM right? Then click start to launch the conversion. Just 3 simple steps before you finish the job! Easy game right? What's more you can also use them to convert video to higher quality by improving bit rate, frame rate and resolution.
